The outage affected nearly 1000 people and was restored within 20 minutes. According to the <strong>Jamestown Board of Public Utilities<\/strong>, a circuit breaker at the English Hill Substation opened due to a power imbalance.<\/p>\n<p>Because of the outage, The Willard Street area will see discolored water into Wednesday morning and maybe early afternoon because the outage also tripped a pump at the English Hill Pump Station.<\/p>\n<p>When that happens, any sediment in the water lines stirs, causing the discolored water.
