He\u2019s been charged him with second-degree arson and obstructing governmental administration.<\/p>\n<p>Rucker was arraigned in Ellicott Court and sent to the Chautauqua County Jail.<\/p>\n<p>During the investigation, it was found that several fires had been set inside the building.
