Chautauqua County Executive PJ Wendel has declared a State of Emergency that bars housing additional immigrants in the county.

Wendel said the order is in response to New York City’s announced intentions to send migrants and asylum seekers to other counties in the state.

State Senator George Borrello also sent out a statement opposing Governor Kathy Hochul‘s proposal to house migrants at SUNY Schools, saying, “I don’t believe her when the Governor says housing migrants at SUNY campuses is a temporary solution. Migrants processed into the U.S. as asylum seekers earlier this week were given immigration court dates more than a decade away. Once these migrants are brought to SUNY campuses, neither the Governor nor anyone else knows how long they will be there.”

Borrello went on to say that communities that never declared themselves as sanctuary communities shouldn’t be forced to accept migrants.

The County Executive said in a press release, “In December 2016, New York City declared itself a Sanctuary City dedicated to supporting undocumented individuals. Over the past several months, thousands of asylum seekers have been arriving in the City, which is now so overwhelmed that it is trying to move these individuals to other counties that do not have the infrastructure to care for them, especially since social services funding is not available to undocumented individuals. While we support the families who have already migrated to our County, we lack the services and funding required to assist additional individuals.”

The state of emergency was issued Thursday, May 18 and remains in effect for 30 days, at which time it may be extended.

The order prohibits other municipalities from bringing and housing people in the County, prohibits hotels and motels from housing immigrants without a license, and requires any municipalities that might bring migrating or asylum-seeking people into Chautauqua County to ensure they will be fully cared for and paid for.

Chautauqua County joins other counties in New York State with issuing these emergency orders including most of Western New York, excluding Erie County, as well as Broome, Nassau, Oneida, Onondaga, Orange, Oswego, Rockland, and Suffolk counties.

A Falconer resident and current member of the local news media has been hired as Chautauqua County‘s new Media Information Officer.

Chautauqua County Executive PJ Wendel announced Justin Gould will start in the job June 1.

The Media Information Officer is tasked with acting as a liaison for news media organizations, coordinating press conferences, press releases and responding to emergencies as they develop providing up-to-date information to both the news media and public. The position also will assist the legislature, all departments, and agencies within county government to enhance public relations.

Gould is the co-founder of WNY News Now and has owned and operated the business as its News Director. He stated he would be selling his stake in the business, which will then be operated by Lee Cain of Channel 716.

Hotspot Cafe owner Hector Alverio recognized by Small Business Association and SBDC JCC (May 1, 2023)

Several local small businesses, including Hotspot Cafe, were recognized as part of Small Business Awareness Week by officials in Fredonia.

Congressman Nick Langworthy said small businesses should be celebrated every day, “More than half of Americans either work for or own a small business. Small businesses create about two out of every three new jobs in America. I mean, think of that. They aren’t the backbone, they’re the whole body. And our nation’s success is dependent upon new businesses. And it’s so incumbent upon us as leaders to create the landscape upon which small businesses can be conceived and thrive.”

According to a proclamation by Chautauqua County Executive PJ Wendel, there were 367 new start-ups and small business certificates issued in 2022 in the county.

At the ceremony Monday, DFT Communications was recognized for their 125 years of operation in the county. DFT President Kris Maytum said the company started in 1898 when a telephone was installed at the family’s grocery store. Arthur Maytum then created Dunkirk & Fredonia Telephone Company and became its first customer.

The Small Business Development Center at Jamestown Community College and the Small Business Association also presented an award to Hotspot Cafe owner Hector Alverio, who was recognized as Western New York District Minority Small Business Person of the Year.

The local SBDC Entrepreneur of the Year awards were presented to the owners of Portage Pie in Westfield and to Lumi Cafe in Chautauqua Insitution.

A local law that gives volunteer firefighters and volunteer ambulance workers a break on property taxes has been approved by the Chautauqua County Legislature.

The local law provides a 10% exemption on real property taxes for volunteers who have been in the service for at least two years. For volunteers who are active and have 20 years of service, it provides a lifetime 10% exemption. A second local law approved allows the spouses of volunteers killed in the line of duty to retain that tax exemption as long as they don’t remarry.

Legislator Terry Niebel, one of the sponsors of the bill, spoke in support of the local law, “Without their services, we could easily be spending millions of dollars. Like most counties in New York State, Chautauqua County is experiencing a serious shortage of volunteers. With the two local laws on the agenda this evening, we’re offering the best benefit package allowed by the state.”
Niebel also urged other taxing districts in the county to consider offering the exemption.

The legislature also approved using $50,000 in American Rescue Plan funds toward a market study for the Jamestown Airport. The Chautauqua County Industrial Development Agency had approved $25,000 in funding toward the $75,000 project in January.

County Executive PJ Wendel said the study is a necessary part of the Essential Air Service (EAS) application to the U.S. Department of Transportation. He said EAS provides subsidies to airlines to reduce the ticket prices, thus making it more affordable for flyers, “Once this (study) comes back, we are ready if we need to pivot and focus from a commercial airport to a general aviation airport. Shannon (Barnhart) has the tools and the skills. We’ve already got some plans and things we’ve talked about in chatter on what we can do as far as increasing smaller what they call T-hangers, increasing the operability of the airport.”

Wendel said with the Legislature’s approval the county will now do a request for proposals (RFP) to contract with someone for the study.

Chautauqua County will move forward with studying a potential boat fee for users of Chautauqua Lake.

Chautauqua County Executive PJ Wendel hosted a public forum that was attended by about two dozen people Wednesday to see if there was a willingness to look at implementing the fee, “We saw a show of hands. The majority of people want to continue. So, we’ll go back. We’ll talk to Planning and Economic Development and start to implement what we’re going to do. Barton & LoGuidice were here. They’ll review what we do going forward and what the scope of work will be.”

Wendel said he expects some pushback but is optimistic about the process.

He said a boat fee would be used to help fund lake maintenance efforts that are currently being done as well to help fund the Chautauqua Lake and Watershed Management Alliance, who uses a metric system to distribute funds for lake efforts. Wendel said this would help reduce the amount local foundations have to support lake efforts.

For 2023, total funding requests for lakes and waterways is $2,953,296 with only $234,000 available funding from the 2% occupancy tax that goes toward protection of lakes and streams. The other 3% of the occupancy tax is designated toward promotion of tourism.

Wendel said a committee to study the boat fee could include members from fishing associations, boat clubs, elected officials, and travel and tourism, “What we’d be looking at is an annual fee. What that fee is is yet to be determined. But you purchase a sticker. The hopes are.. could we work with marinas could we work with other agencies that put the boats in and out, or working with local establishments. Again, we have a couple places that sell fish licenses every weekend. So, working with our businesses around Chautauqua Lake to provide those stickers for people, if they’re coming in for a day, for a week, and understand what that fee would be.”

Wendel said the county still needs to determine how the committee is implemented in terms of whether it needs legislative approval to appoint members or not.

Should a recommendation to create a boat user fee be approved by the Chautauqua County Legislature, it would still require Home Rule approval from New York State in order to be implemented.

State Assemblyman Andy Goodell, who was present at the meeting, said given the legislative calendar, if this moves forward this is something that likely wouldn’t be acted on by the state until 2024 for implementation in 2025.

A meeting to discuss the establishment of boat fees on Chautauqua Lake is being held on April 12.

Chautauqua County Executive PJ Wendel is hosting the meeting as an opportunity for interested stakeholders to discuss the need for a boat user fee on the lake.

Wendel has proposed using a boat fee to establish sustainable funding for Chautauqua Lake following a decision by the Chautauqua Lake Protection and Rehabilitation Agency to not pursue creating a lake tax district.

The meeting will begin the dialogue, and discuss the formation of a committee to look into such fees being applied to Chautauqua Lake in the effort to create a dedicated funding source that would be implemented in 2024 for lake maintenance projects.

The meeting will take place at 5:30 p.m., Wednesday, April 12 in the Legislative Chambers of the Gerace Office Building in Mayville.

Chautauqua County Executive PJ Wendel announced the new department will be known as the Chautauqua County Department of Mental Hygiene and Social Services.

He also formally announced his appointment of Carmelo Hernandez as the new department’s director.

Wendel said in a statement, “This integrated department will provide enhanced services and treatment opportunities to county residents while preventing residents from slipping through the cracks when dealing with multiple county agencies. ”

Hernandez began his position as Director of Community Mental Hygiene Services on September 7, 2021 filling the vacancy left by former director Pat Brinkman, who retired in April of 2021.

Prior to being hired by Chautauqua County, Hernandez previously served as a lead therapist at Alssaro Counseling Services in New Rochelle and a mental health consultant at WestCOP in Westchester.

He earned his Bachelor’s Degree in Social Work and Master’s Degree in Organizational Leadership at Mercy College and holds a Master’s Degree in Social Work from New York University.
