JAMESTOWN – Chautauqua County Executive Greg Edwards has tapped a new finance director to keep an eye on the books. Yesterday Edwards announced that Susan Marsh has selected as director of finance following a lengthy search. Edwards made the announcement during a news conference at the Jamestown Savings Bank Arena.

The county executive said Marsh is very familiar with financial management and has over 20 years of experience in financial reporting, analysis, forecasting, budgeting, cash management, auditing and controls for manufacturing and accounting organizations.

Marsh, who will begin her duties April 1, is a certified public accountant and previously served as the director of finance for Cott Corporation and Cliffstar Corporation. She also served as the director of accounting, treasury and tax at Cliffstar.

Former director of finance, Darin Schulz, left the post in December to take a position with SUNY Fredonia’s Faculty Student Association.

CITY COUNCIL APPROVES UPDATES TO WHISTLE BLOWER, CONFLICT OF INTEREST POLICY

JAMESTOWN – Jamestown city lawmakers have approved a pair of resolutions dealing with a Whistleblower policy and a Conflict of Interest policy. On Monday night the City Council approved updates to both policies, which city council president Greg Rabb says was needed to bring the city into compliance. The purpose of the Whistleblower policy is to allow city officials and employees an opportunity to report their questions, concerns, suggestions, or complaints with someone without it having a negative impact on their position or job.

CITY SEES $275,000 CUT TO CDBG FUNDING

JAMESTOWN – The city of Jamestown will have over a quarter-of-a-million dollars less in funding to help improve buildings, housing and other development projects. That’s according to an article in today’s Jamestown Post-Journal, it was announced at a Wednesday public hearing that the City Department of Development will receive a community development block grant of $997,000 which is over $274,000 less than what it received last year and $523,000 less than the department received two years ago.

Department of Development director Steve Centi said that the department received $1.7 million in CDBG funds in 2001, in order to show how drastic the cuts have been in the past years.

Centi said the money has been used for a variety of projects, including several to help bring the city into compliance with the Americans with Disabilities Act. Funding has also gone toward improvements at the Reg Lenna Civic Center, the manufacturing technology center at JCC, the St. Susan Center, the Robert Jackson Center, the Jamestown Savings Bank Arena, Hotel Jamestown, and most recently at First Lutheran Church. He added that the city is ready to start a much-needed project at the James Prendergast Library.

Centi said that if grant funds continue to be cut, future improvements as well as regular maintenance and upkeep of past improvements could be in jeopardy. He is asking all city residents to contact their federal representatives and ask that CDBG funds be restored to previous levels so future development in Jamestown is not put in jeopardy.
