The traditional flushing of the entire Village of Falconer will begin at 8 p.m. Saturday, October 1, and continue overnight into Sunday, October 2. The pre-flush of Falconer’s Aldren, Mapleshade, Ralph and Valmeere Streets is set to begin at 1 p.m. Friday, September 30.

Discolored water may be seen in Falconer and on the north side of Jamestown during Falconer flushing.
Flushing in the rest of the water system will take place from 8:30 a.m. – 4:30 p.m. Monday, October 3, through Friday, October 7, and from Monday, October 10, through Wednesday, October 12. No flushing will take place on the weekends.

An exception will be downtown Jamestown flushing that will begin at 4:30 a.m. Wednesday, October 5, to accommodate downtown and Fairmount Avenue businesses and restaurants. Flushing that day could affect streets and neighborhoods off Fairmount Avenue/Route 394, even though their own streets are not targeted for flushing on that date.

In addition, on Thursday, October 6, a pump test at 101 Jackson Avenue in Celoron will take place at 8 a.m. on the same day that flushing in Celoron occurs at 8:30 a.m. Celoron residents should be aware of the earlier start of discolored water in the Village that day.

The village is considering applying for Community Development Block Grant (CDBG) funds through the New York State Office of Community Renewal to assist low and moderate income homeowners in the village with repairs.

The Village would use CDBG funds to help eligible homeowners complete necessary repairs such as roof repair or replacement, porch repair, window replacement, installation of new furnaces or hot water tanks, insulation, electrical upgrades, accessibility modifications such as wheel chair ramps and walk-in showers, and any other repair needed to assure that the home remained structurally sound and safe for the owners’ use.

To be eligible, you must be a homeowner in the Village of Celoron, be current on your property taxes and be low to moderate income. The maximum income for a household of one is $38,850, for a household of two is $44,400, for a household of three is $49,950 and for a household of four is $55,500. Income limits continue to increase as household size increases. Rental properties will not be eligible for assistance.

These funds are a grant and do not have to be repaid as long as you plan to remain in the home for 3 years after the work is complete.

Jacob Feldt, Conservative Party Candidate for Mayor of Celoron

CELORON – The Jamestown Post-Journal is reporting that the Chautauqua County Board of Elections held a hearing Monday and has upheld a decision by the Conservative Party Caucus to nominate resident Jacob Felt as mayor.

The decision came after resident and Republican Party Caucus chair Paul Shanahan challenged the caucus, saying conservative party officials didn’t properly post notices regarding a caucus would be taking place.  Under election law, a minimum of six notices have to be posted in public places and the board of elections determined that was the case, even those the notices were not posted in common locations used in the past – such as the post office or village fire hall or village highway building.

Conservative party Chair Rick Slagle stated that he posted the notices on telephone polls in various neighborhoods and that is considered a public posting. The board agreed, and Felt’s name will remain on the ballot for the mayoral general election to be held in November.  Felt is challenging Republican Incumbent Scott Schrecengost.

When the Chautauqua County Legislature meets tonight in Mayville, it will consider a local law that would give the sheriff’s Office the ability to remove abandoned vehicles throughout the county. Under the language of the pending local law, the Sheriff’s office would have the authority to take into custody any abandoned vehicles and the county would also be able to sell it and keep the proceeds.

In addition, lawmakers will act on a motion that supports a pending state law that makes it easier to contact owners of vacant structures by using banks and other lending institutions.  Both the state senate and state assembly are considering a bill that would make it mandatory for lending institutions to provide contact information of responsible parties regarding vacant structures; and require good faith in maintaining vacant or abandoned real property prior to transfer of the property in foreclosure.

Other items to be acted on tonight is the distribution of the 2012 occupancy tax – or “bed tax” – proceeds. Under the pending resolution,  Several local organizations and events would see funding from the county. The include:

  • Lucille Ball Comedy Festival (Aug. 7 to 11): $10,000.00
  • Jazz at Chautauqua (Sept. 15 to 19): $4,500
  • Festivals Fredonia (event series): $ 6,400.00
  • Jamestown Regional Celtic Festival (Aug. 23 to 24): $10,000.00
  • Scandinavian Folk Festival (July 19 to 21): $ 3,000.00
  • Village of Celoron Waterfront Revitalization Plan: $10,000.00
  • Portland Bicentennial Celebration (April to July): $ 2,000.00

Tonight’s legislature meetings begins at 6:30 p.m. on the third floor of the Gerace Office building Mayville and is open to the public.

The Jamestown Post-Journal is reporting this morning that Celoron mayor and former Panama physical education teacher John “Jack” Keeney died on Saturday in his home after a battle with cancer. He was 72 years old.

In addition to his work as a physical education teacher at Panama, Keeney was also the schools long-time football coach, serving in that position for 33 years. He retired from his job at Panama in 1996.

Village trustee and deputy mayor Scott Schrecengost will serve as acting mayor of Celoron until the village’s April 8 meeting, at which time a new leader will be appointed to fill the remainder of Keeney’s term.

Keeney is survived by his wife Mary, who he was married to for 50 years, along with one son and one daughter.

The family will receive friends from 1-3 p.m. and 6-9 p.m. Wednesday in the Lind Funeral Home, where a Christian Wake Service will be led at 12:30 p.m. A time for remembrances and eulogy will be held at 8 p.m. Wednesday night in the funeral home. Funeral services will be celebrated at 10 a.m. Thursday in Sacred Heart Catholic Church and Burial will be in Sunset Hill Cemetery.

The Board of Elections estimated that it will cost $328.70 for the county to run the Forestville school elections. 

In a prepared statement, Election Commissioner Norm Green said that while pther counties in New York continue to grapple with the costs associated with optical scan voting, Chautauqua County has stepped up and driven down the price of paper ballot voting with its in-house printing operation and its elections staff changing from an office operation to a physical field operation.

In other election news, Fredonia and Falconer are looking to join Celoron in moving village elections to the November general election.  These two villages have a referendum on their March village election ballot asking voters to approve the move, which will eliminate all election costs now directly paid by village taxpayers.

The BOE conducts the elections for 13 of the 15 county villages.

That area will then divided into three separate age groups: children 9 to 12 years of age, children 5 to 8 years of age and children 4 and under. The Village of Celoron, the Chautauqua Lake Fishing Association and the Lakewood Celoron Loyal Order of Moose #2587 will hold their rescheduled annual Children’s Easter Egg Hunt tomorrow in Lucille Ball Memorial Park. Each child can register to win a bike. Registration for the bike drawings will be held between 9:00 a.m. and 10:00 a.m. at the Community Center.

And The Chautauqua Children’s Safety Village will be hosting the Children’s Easter Carnival tomorrow  from 10:30am-1:30pm at the Safety Village, located at 2695 Rt 394 in Asville (next to BOCES).

The Board of Elections will act as the chief election officials for all villages this year except Sinclairville and Cassadaga.  These two villages are continuing to use their respective village clerks as the chief village election officer and will be counting votes by hand.  All other villages will vote on the county owned optical scan paper ballot system.

Villages with contested races include Brocton, Cherry Creek, Forestville, Lakewood, Mayville, Silver Creek and Westfield.

Villages with uncontested ballots include Bemus Point, Cassadaga, Falconer, Panama, Sherman and Sinclairville.

Village elections will be held at their normal November poll site for village voters who have an election, except the Bemus Point elections will be held at Bemus Point Village Hall.

All village poll sites will be open today from Noon until 9 p.m.
