Furthermore, perhaps a surcharge could be added. I am confused why Jamestown always seems to think it needs to reinvent the wheel for services. You have the potential to renegotiate with existing providers or put the contract out for bid. Obviously the number of out of service hours are unacceptable and Allstar needs to address that as well.
